The Advocacy Program aims at fostering civil society active participation on issues regarding disabled people, and supporting their agenda setting within the public and political systems, aiming to transforming the existing legislation and policies in a de facto reality.

The creation of the Law 7.853/89 was designed and approved under the leadership of IBDD's superintendent, Teresa d'Amaral made Brazil the first country on the ranking regarding disability legal framework, according to the International Network of Disabled People and the International Center of Rehabilitation data in 2004.

However, the gap between the Law, its observation and the violation of its legal dispositions is alarming. To help find a solution is needed:
  • Disseminating specific information on disabled people's rights so that both the disabled segment of the Brazilian population and society at large will have the necessary conditions to demand for their rights in the public policies sphere;

  • Implementing strategies to disseminate the disability issue in order to educate society on equality within diversity.
